Italian legal and medico-legal practice

Italian Environmental Counsel for International Law Firms | IR Global Referrals

For international law firms, M&A teams, life-sciences lawyers, ESG advisers and independent professionals seeking a defined Italian environmental-law workstream. We can act as Italian local counsel without taking over the wider cross-border matter or the referring firm’s relationship with its client.

IR Global: exclusive Environmental Law position for Italy

Alfonso Maria Fimiani has been accepted for IR Global’s exclusive Environmental Law membership in Italy, officially commencing on 28 November 2026. The designation concerns Environmental Law in Italy, not other professional services. All assignments require an agreed mandate, appropriate client identification and conflict checks.

When to involve Italian environmental counsel

  • A foreign buyer needs a red-flag review of environmental permits, waste exposure, remediation proceedings or administrative orders at an Italian industrial target.
  • A pharmaceutical, textile, electronics, battery or packaging business requires advice on its Italian extended producer responsibility (EPR) and circular-economy obligations.
  • An overseas manufacturer or distributor receives an Italian regulatory request, inspection finding or administrative decision.
  • A transaction team needs an Italian-law regulatory opinion for a financing, acquisition, supply-chain agreement or cross-border product launch.
  • A foreign lawyer needs representation or focused assistance in an Italian environmental-administrative dispute.

Deliverables that can be agreed at the outset

Applicability opinion: responsible economic operator, relevant legislation, deadlines and exceptions. Document or contract review: registration duties, authorised representation, cost allocation, producer schemes and evidentiary gaps. Transaction red flags: permitting, waste and liability issues material to signing or closing. Administrative response: review of an Italian notice or order, applicable deadlines and remedies. The instruction specifies a written memorandum, issue list, consultation or representation as appropriate.

A referral process designed around lead counsel

  • Initial introduction. Share a non-confidential summary, the Italian nexus, client and counterparty identifiers for conflict screening, the legal question and deadline.
  • Scope and conflicts. We assess competence, availability, professional independence and the capacity to undertake the proposed Italian-law component.
  • Fee and engagement. The parties agree an estimate or fixed-scope proposal where practicable, disbursements, responsibilities, reporting line, applicable terms and payment arrangements before commencement.
  • Performance and reporting. Lead counsel can remain the principal adviser; deliverables and progress updates follow the agreed communication plan.
  • IR Global coordination. Referrals between members may be recorded through IR Global according to its published protocol, subject to client confidentiality.

IR Global’s protocols call for a complimentary introductory discussion of up to 30 minutes upon request, prompt acknowledgement and a substantive response normally within two business days or as reasonably possible. These preliminary contacts do not amount to the acceptance of a case or the provision of a formal legal opinion. The protocols also emphasise avoiding the bypass of the referring member. Sector focus and academic expertise

The practice focuses on Italian and EU environmental administrative law and product-related regulation, including WEEE/RAEE, packaging and PPWR, textile EPR, pharmaceutical wastewater micropollutants, batteries, circular economy, ecodesign, by-products and end-of-waste. Alfonso Maria Fimiani’s doctoral research at Sapienza University of Rome and research stay at Université Paris 1 Panthéon-Sorbonne inform the comparative and primary-source analysis. Academic research is not a substitute for case-specific evidence or technical engineering.

What remains outside the legal mandate

Laboratory testing, environmental engineering, product certification, routine declaration filing, accounting and forensic medical expertise are not presented as legal opinions. Where relevant, appropriately qualified independent professionals must be instructed separately. In particular, Dr Valeria Liguori’s medico-legal work is a complementary but distinct service and is not an exclusive IR Global practice area.
