Alfonso Maria Fimiani | Italian Lawyer, Environmental and Administrative Law

Alfonso Maria Fimiani

ITALIAN LAWYER · ENVIRONMENTAL AND ADMINISTRATIVE LAW

Alfonso Maria Fimiani is an Italian lawyer practising civil and administrative law. His professional work combines environmental regulation, public-law disputes and business advice with academic research on European environmental law and the circular economy.

Legal practice and professional approach

A member of the Bar of Nocera Inferiore, Alfonso Maria Fimiani works through the firm’s offices in Castel San Giorgio, Rome and Milan. His practice covers environmental and administrative law, authorisations, public procurement, urban planning, expropriation and disputes involving public authorities.

He also advises and represents clients in civil disputes involving contracts, employment, healthcare liability, family and inheritance, social-security matters and claims under Italian Law No 210/1992.

The first step in each matter is to establish the relevant facts, examine the underlying documents and identify the technical or procedural issues that may affect the legal strategy. Where a case involves clinical or disability evidence, legal work can be coordinated with an independent medico-legal assessment.

Principal fields of work

Environmental law and regulatory compliance

Permits, industrial operations, waste management, regulatory inspections and environmental litigation, including the legal implications of investment decisions.

Administrative disputes and public procurement

Challenges to public decisions, tender procedures, urban planning and situations in which judicial remedies must be considered alongside sector-specific rules.

Health, disability and technical evidence

Healthcare liability, personal-injury disputes, social-security and statutory compensation, with specialist medico-legal input where appropriate.

Environmental regulation, EPR and the circular economy

Environmental law is both an area of professional practice and the central focus of his scientific work. The legal issues addressed include extended producer responsibility (EPR), waste electrical and electronic equipment (WEEE), ecodesign, prevention and the relationship between decisions taken at the product-design stage and obligations at end of life.

For companies, legal assistance extends from preliminary regulatory assessment and authorisations to compliance reviews, inspections, administrative measures and litigation. An international instruction may require an assessment of the interaction between Italian rules and EU legislation.

Academic appointments and research

Alfonso Maria Fimiani is a doctoral researcher in Public, Comparative and International Law at Sapienza University of Rome, where his work addresses environmental and public-health law, especially the regulatory structure of the circular economy and extended producer responsibility.

He previously taught on Sapienza’s second-level postgraduate Master’s programme in Environmental Law and currently teaches on the second-level Master’s programme in Ecological Transition and Environmental Regeneration for Sustainable Communities (M-TERACS), organised by the Centre for Advanced Defence Studies (CASD).

His research addresses the relationship between producer responsibility, prevention, product design and legal accountability, alongside the effectiveness of the administrative frameworks underpinning waste prevention and recovery.

Selected scientific publications

“La responsabilità estesa del produttore nel diritto ambientale europeo: genesi, trasformazioni, limiti sistemici”, Rivista Giuridica dell’Ambiente, 2026, pp. 245–305. The article examines the transformation of EPR from a potentially design-oriented principle into a system largely concerned with organising and financing end-of-life management.

“Centri di raccolta dei rifiuti urbani. Una governance integrata nel modello dell’economia circolare”, Federalismi.it, 1/2026, pp. 95–134. The study concerns the governance of municipal waste-collection centres within the circular-economy framework.
